The constraint sits downstream of the mine.

The critical-minerals conversation usually starts at the mine. The binding constraint usually sits downstream. For rare earths, lithium, gallium, germanium, graphite, and the magnet and battery inputs that depend on them, the chokepoint is processing and refining capacity, which is far more concentrated than extraction and far harder to rebuild quickly. A country can hold modest mining share and still control the midstream that everyone else depends on.

That concentration is now an instrument of policy. Export-licensing regimes, end-use restrictions, and outright suspensions can be switched on and off faster than alternative capacity can be financed, permitted, and commissioned. The result is a set of decisions with closing windows: a magnet qualification cycle, a licensing review date, a stockpile build, a long-lead-time refinery investment. Miss the window and the option is gone for years.

For manufacturers, defense primes, and capital allocators, the exposure is rarely the spot price. It is single-source dependence two or three tiers down the bill of materials, where substitution is slow and qualification is measured in quarters or years.
